Während die Regierung in Bukarest gerade über einen Gesetzesentwurf berät, der das erneute massenweise Töten von Straßenhunden im ganzen Land legalisieren soll, geht der Bürgermeister von Bals - Madalin Ady Teodosescu - andere Wege.

172 Hündinnen, 94 Rüden, 22 Katzen und 14 Kater wurden in nur 10 Tagen in der kleinen Stadt kastriert.
Möglich wurde die Aktion nicht nur, weil das dreiköpfige Team vom Tierärzte Pool rund um Thomas Busch bis zum Umfallen operiert hat und die AGILA Haustierversicherung aus Hannover zusammen mit TASSO die Kastrationen finanziell ermöglicht hat.

Möglich wurde sie vor allem aber, weil der Bürgermeister der Stadt die Idee der Tierschützer vor Ort voll und ganz unterstützt.
"Castrate and Release" bedeutet Hilfe durch Selbsthilfe durch Kastrieren der Tiere und Aussetzen in der gewohnten Umgebung. Teodosescu hatte die Hilfsaktion der Deutschen zum wiederholten Mal lange vorbereitet und die Bevölkerung mit Plakaten dazu aufgerufen, ihre Haustiere kastrieren zu lassen.

Für Rumänien, einem Land in dem das Töten der Hunde vielleicht schon bald wieder befürwortet werden könnte, eine revolutionäre Einstellung zum Thema Straßenhunde.
Das Beispiel "Bals" zeigt, dass man die Tiere nicht massenweise grausam töten muss, um das Problem der unzähligen Straßenhunde zu lösen. Die Verantwortlichen vor Ort haben erkannt, dass man andere Wege gehen kann und Bals wird irgendwann die erste Stadt Rumäniens ohne Straßenhunde sein.
